Optional Handler The concept here is to receive a notification when all the bytes of a message could not be written to the TCP output buffer. This indicates that the production of data, almost certainly market data, should be throttled. This is better in practice than simply queuing the rates (or orders) for later publication because these delayed rates/orders can be out-of-date by the time they get published.
